Performance Max for a small business: what it is, when it helps and when it burns budget
By Francis Valente, Navaro Systems · Updated 17 October 2026
Short answer: Performance Max is a Google Ads campaign type that runs your ads across Search, YouTube, Display, Discover, Gmail and Maps from a single campaign, with Google's automation deciding where, when and to whom. It can work well for businesses with reliable conversion tracking, a healthy number of conversions each month and good creative. For a small local service business with a modest budget and a handful of enquiries a month, it tends to spend on cheap placements that don't enquire, with little visibility of where the money went. Start with a Search campaign; add Performance Max once tracking is proven.
Key points
- One campaign, every Google channel, automated placement and bidding.
- It learns from conversions. Few conversions or bad tracking means it learns the wrong lesson, slowly.
- You see far less than in a Search campaign: limited search terms, limited placement detail.
- It will happily claim searches for your own business name unless you exclude your brand.
- Use it when volume and tracking are there. Skip it when enquiries are few and tracking is shaky.
What Performance Max is
Performance Max is a goal-based campaign type that allows performance advertisers to access all of their Google Ads inventory from a single campaign.
You give it a goal (say, leads), a budget, some headlines, descriptions, images and a video, and optionally audience signals and search themes. Google's systems then build ads and place them across its properties, shifting spend to wherever its models predict conversions. You don't pick keywords and you don't choose placements.
How it decides where your money goes
Everything runs off your conversion data. The campaign watches which clicks turn into the conversions you've told it to value and bids towards more of them. That makes two things decisive: whether your conversions are real enquiries, and whether there are enough of them for the pattern to mean anything. An account counting page views as conversions will be optimised for page views, efficiently.
Why small local accounts often struggle with it
- Too few conversions. Automation needs volume to learn. A business getting a dozen enquiries a month gives it very little to work with, and the learning period can eat weeks of budget.
- Cheap, low-intent placements. Display and video clicks cost a fraction of a search click, so the campaign can rack up clicks and even conversions of the wrong kind while real enquiries stay flat.
- Less to look at. Performance Max reports show less than a Search campaign about which searches and placements spent the money, so diagnosing waste is harder.
- Brand cannibalisation. Without a brand exclusion, it will show ads to people searching your own business name, who would have found you anyway, and count those as wins.
- Everything in one bucket. One campaign across all services and areas makes it hard to tell what's working for which service.
When it works
Online shops with a product feed and plenty of sales. Businesses already running a solid Search campaign that want to add reach with a separate budget. Any account where conversions are real, tracked properly and counted in the dozens a month or more, with decent images and a video to feed it. In those conditions it can find customers a Search campaign wouldn't.
If you run it, run it on these terms
- Fix conversion tracking first. Primary conversions should be submitted forms and phone calls of a sensible length, nothing else.
- Exclude your brand name so the campaign can't take credit for people already looking for you.
- Separate asset groups per service, each pointing at that service's landing page.
- Set location targeting to people in your area, not people interested in it.
- Give it audience signals (your customer list, site visitors) and search themes for each service.
- Keep final URL expansion under control, or it will send people to whatever page it likes.
- Add your account-level negative keyword list, which now applies to Performance Max.
- Review weekly: conversions by asset group, the search terms insights it does show, and whether cost per enquiry is beating your Search campaign. If it isn't after a fair run, move the budget back.
Search first, then decide
A well-built Search campaign shows you the exact searches you paid for, lets you cut the wasted ones, and tells you quickly what an enquiry costs. That knowledge is what makes Performance Max safe to try later. Starting with Performance Max because it's the default Google suggests skips the part where you learn what works.

Questions people ask
Is Performance Max good for lead generation?
It can be, once tracking counts real enquiries and there's enough volume to learn from. For a small local business starting out, a Search campaign is usually the better first step because you can see and control what you're paying for.
Can I see search terms in Performance Max?
Only partly. Search terms insights show categories and some terms, far less than a Search campaign's report. That's one of the trade-offs of handing placement to automation.
Should I turn off the Performance Max campaign my agency set up?
Not blind. First check where conversions are coming from, whether brand searches are excluded, and what cost per enquiry it's producing against your Search campaigns. If it's spending without enquiries you can trace, shift the budget to Search and watch what happens.
Does Performance Max replace Search campaigns?
No. Google runs them alongside each other and a Search campaign with exact and phrase match keywords generally takes priority for matching searches. Most well-run small accounts keep Search as the core and use Performance Max, if at all, for extra reach.
